Paypal can be a bit confusing. After you click the Register button you will be taken to the Paypal site. If you do not have a Paypal account simply click the Continue link after: Don't have a PayPal account? Use your credit card or bank account (where available). Continue - you can then fill out you information and enter your credit card and pay. You will be emailed a receipt which you can bring with you as proof of registration.
